It's really hard to answer this question without seeing the pattern and the sock in front of me, but sometimes i have "extra" stitches as well. If you can turn, purl across, do your slip&P2Tog and all that as established and end up at the end of the row, you're good. Just turn after that and knit across the row before picking up the heel falp stitches. If those "extra" heel stitches can't be used up in one last purl row, you probably missed something in the heel turn somewhere. You can always rip out just the heel turn, back to the end of the heel flap, and give it another go.
